Des milliers d’universitaires européens demandent la fin du soutien européen aux institutions universitaires israéliennes 

Plus de 2000 universitaires européens et 45 organisations ont signé une pétition demandant que la Commission européenne mette fin au traité d’association entre Israël et l’Union européenne, retirant ainsi un pilier du soutien financier européen aux institutions israéliennes qui sont complices de violations des droits humains.

La guerre d’Israël contre Gaza a causé morts et destructions à des niveaux jamais vus auparavant parmi le peuple palestinien, qui souffrait déjà de décennies d’une occupation illégale et d’un apartheid. Les institutions universitaires israéliennes continuent à jouir d’un statut privilégié de partenaires de la science européenne, recevant plus de 2,6 milliards d’euros de subventions de recherche européennes depuis 2007, dont plus de 120 millions d’euros depuis octobre 2023. Ces schémas de financement soutiennent directement des projets de développement de l’armée israélienne et de ses capacités en armement. Ce soutien continue, alors que le traité d’association entre l’Union européenne et Israël stipule clairement qu’Israël doit respecter et défendre les droits humains. Plus de 2000 universitaires européens et 45 organisations ont signé une pétition demandant à la Commission européenne de mettre fin à cette association, et de retirer ainsi un des principaux piliers du soutien financier européen aux institutions israéliennes, qui sont complices de violations des droits humains.

Des preuves plausibles des crimes d’Israël ont été trouvées et continuent à être recherchées par deux cours internationales — la Cour pénale internationale (CPI), la Cour internationale de justice (CIJ) — et par les Nations Unies, qui considèrent maintenant qu’Israël est une entité « commettant des violations contre les enfants ». Alors que les gouvernements en Occident et ailleurs sont restés étonnamment silencieux et complices, l’opinion publique mondiale a évolué et est de plus en plus compatissante à la détresse des Palestiniens. La communauté universitaire, en Europe et ailleurs, étudiants et personnel à la fois, a été à l’avant-poste d’un mouvement de solidarité avec le peuple palestinien, demandant aux universités, aux institutions culturelles et aux gouvernements de « rompre les liens » avec Israël. De fait, le génocide se déroulant à Gaza est aussi un génocide culturel, scientifique et universitaire : toutes les universités de Gaza ont été délibérément annihilées par l’armée israélienne et des milliers d’étudiants et d’universitaires palestiniens ont été tués ou blessés.

Dans le même temps, les universités israéliennes, loin d’être des piliers de la « liberté académique » ont été des parties intégrantes du projet israélien de colonialisme de peuplement depuis leur conception, comme l’a démontré par exemple l’anthropologue Maya Wind. Elles produisent des connaissances qui cherchent à normaliser et à légitimer les crimes commis par l’État d’Israël, développent des technologies et des stratégies qui sont déployées par l’armée israélienne contre les Palestiniens et sapent la liberté académique en réprimant les voix juives et arabes critiques dans leurs propres institutions. Pourtant, Israël continue à jouir d’un accès aux subventions de recherche de l’Union européenne en tant que « pays associé » privilégié dans le programme Horizon Europe et dans d’autres programmes. Plus frappant encore, ces subventions soutiennent de nombreux projets qui, loin d’avoir des objectifs de « science pure », ont des liens directs avec le complexe militaro-universitaire israélien, finançant armes et développement militaire.

Si la pétition concerne les liens institutionnels entre l’Europe et les institutions israéliennes, elle demande aussi le maintien du soutien d’universitaires individuels basés en Israël — afin d’aider à protéger les jeunes universitaires et les universitaires critiques de l’occupation israélienne. Elle demande aussi un soutien politique, scientifique et financier de l’Europe dans la reconstruction du monde universitaire palestinien. Ce faisant, la pétition vise à sauvegarder la liberté académique des universitaires en Palestine, en Israël et en Europe : il est remarquable que parmi les plus de 2000 signataires, 500 universitaires ont souhaité exprimer leur soutien à la pétition de manière anonyme, à cause d’inquiétudes justifiées sur la répression du discours en faveur de la Palestine et contre le génocide dans de nombreuses institutions culturelles européennes.

Pétition : Arrêtez le financement européen des institutions israéliennes

Tandis que les universités palestiniennes sont délibérément annihilées par l’armée israélienne, les institutions universitaires israéliennes continuent à jouir d’un statut privilégié de partenaires de la science européenne, recevant plus de 2,6 milliards d’euros de subventions de recherche européennes depuis 2007.

Les universités israéliennes, loin d’être des piliers de la « liberté académique ,» ont été partie intégrante du projet israélien de colonialisme de peuplement depuis leur conception. Elles produisent des connaissances qui cherchent à normaliser et à légitimer les crimes commis par l’État d’Israël, développent des technologies et des stratégies qui sont déployées par l’armée israélienne contre les Palestiniens et sapent la liberté académique en réprimant les voix juives et arabes critiques dans leurs propres institutions. Pourtant, Israël continue à jouir d’un accès aux subventions de recherche de l’Union européenne en tant que « pays associé » privilégié dans le programme Horizon Europe et dans d’autres programmes, et beaucoup d’institutions européennes refusent d’agir pour couper ces liens.

Nous demandons donc que :

  1. l’UE mette fin à toute collaboration institutionnelle avec les universités israéliennes, et révoque le statut d’Israël comme pays associé à Horizon Europe ;
  2. la liberté académique individuelle et les contacts bilatéraux soient préservés avec des financements aux universitaires individuels, sans implication des institutions israéliennes ;
  3. que l’UE joue un rôle moteur, avec financements, expertise et soutien politique, dans la reconstruction des universités et institutions palestiniennes détruites par Israël.

Depuis les attaques du 7 octobre 2023, la souffrance du peuple palestinien a atteint des niveaux inimaginables, après des décennies d’une occupation militaire illégale déjà violente et oppressive. Des données officielles indiquent que plus de 40000 Palestiniens ont été tués dans les offensives israéliennes sur Gaza, parmi lesquels la majorité sont des civils, dont plus de 14000 enfants. La perte des vies sera probablement bien plus grande, des milliers de corps étant encore prisonniers des décombres, et une famine aiguë et un manque complet de soins médicaux aggravant l’étendue des blessures, des maladies et des morts. Gaza a été systématiquement détruit par les offensives militaires israéliennes, conduisant  les Nations Unies à déclarer Gaza inhabitable il y a déjà 5 mois.

Parmi les États non-européens, Israël est celui qui reçoit de loin le plus de financements européens pour la recherche, plus de 2,6 milliards d’euros depuis 2007. Comme cela est détaillé plus bas, cela inclut des dizaines de millions d’euros pour le financement de projets de recherche militaires ou liés à la défense. Nous, soussignés, demandons que le statut d’Israël en tant que pays associé à Horizon Europe et aux programmes liés de l’UE soit révoqué, avec effet immédiat. Étant donné l’étendue, la durée et la nature des violations des droits humains par le gouvernement israélien, la participation des institutions israéliennes à la recherche et aux programmes d’éducation européens doit être suspendue. Nous insistons sur le fait que ces mesures ne visent pas les citoyens israéliens individuels ou les universitaires travaillant en Israël, mais qu’elles concernent seulement les institutions universitaires et gouvernementales israéliennes à cause de leur complicité dans de graves violations des droits humains, des crimes de guerre et des crimes contre l’humanité. Nous développons cette demande ci-après et justifions la nécessité d’une urgente intervention européenne.

L’occupation illégale par Israël des territoires palestiniens occupés, dont Jérusalem-Est, a bénéficié de décennies d’impunité. Cependant, l’opinion publique, mondiale et européenne, ainsi que celle des acteurs institutionnels mondiaux et européens, a commencé à changer. L’accusation de génocide portée par l’Afrique du Sud contre Israël, a été estimé « plausible » par la Cour internationale de justice le 26 janvier 2024. Le tollé public a conduit à des manifestations incessantes et à des occupations dans les villes du monde entier. Mai 2024 a représenté une nouvelle accélération. Le 20 mai, le procureur général de la Cour pénale internationale (CPI) a demandé un mandat d’arrêt contre le Premier ministre et le ministre de la Défense israéliens pour crimes de guerre et crimes contre l’humanitéLe 24 mai, la Cour internationale de justice a ordonné à Israël d’arrêter immédiatement son offensive à Rafah et plus de 200 [maintenant plus de 1500] employés de l’UE ont exprimé leur inquiétude sur le manque de réponse de l’UE à une lettre ouverte. Le 27 mai, la plupart des gouvernements du monde, dont des gouvernements européens, ont exprimé leur indignation en réponse à l’attaque sanglante contre des tentes de réfugiés palestiniens à Rafah le soir précédent. Un nouvel appel des Nations Unies le 31 mai a affirmé que l’aide n’était pas autorisée à entrer dans Gaza et que des nombres croissants d’enfants mouraient de faim. Le 5 juin 2024, le Programme alimentaire mondial a annoncé que la moitié de Gaza serait confrontée à la mort et à la faim dès la mi-juillet. Depuis juin 2024, la Slovénie, l’Espagne, l’Irlande et la Norvège ont officiellement reconnu l’État de Palestine. Un nombre croissant d’universités européennes ont décidé de couper ou de geler les liens institutionnels avec Israël, dont l’université de Gand, l’Université libre de Bruxelles, l’université de Barcelone et l’Académie royale des beaux-arts de La Haye.

L’attaque contre Gaza cible spécifiquement l’infrastructure publique, comme les hôpitaux, l’agriculture et les institutions d’enseignement supérieur. Le terme «  scolasticide  », proposé par l’universitaire palestinienne Karma Nabulsi de l’université d’Oxford [ou « éducide »], a été utilisé pour décrire la destruction délibérée et systématique par Israël de l’éducation et l’annihilation des sites de l’héritage culturel palestinien. Toutes les universités palestiniennes de Gaza et plus de 80% des écoles ont été endommagées ou détruites. Le 17 janvier 2024, Israël a fait exploser plus de 300 mines sur l’université de Palestine à Gaza, détruisant la dernière université restante de Gaza. En date d’avril 2024, 5 479 étudiants, 261 enseignants et 95 scientifiques avaient déjà été tués. Même si l’intensité récente du « scolasticide » à Gaza est exceptionnelle, ce processus a commencé bien avant le 7 octobre 2023, accroissant en intensité depuis le blocus économique de 2007 et l’escalade des attaques militaires contre Gaza. Cette destruction est  une composante clé de la campagne continue de nettoyage ethnique et de destruction culturelle de la Palestine depuis 1948.

Les institutions israéliennes d’enseignement supérieur ont été profondément intégrées dans le monde universitaire occidental depuis des décennies. Cependant, des recherches récentes de l’anthropologue (juive et israélienne) Maya Wind montrent que les universités israéliennes ne sont pas des « bastions progressistes du pluralisme et de la démocratie », comme le pensent les dirigeants universitaires et politiques occidentaux. Au contraire, les universités israéliennes ont toujours été des participantes actives du projet sioniste de colonialisme de peuplement expulsant les Palestiniens de leur pays, et du système d’oppression et d’apartheid d’Israël. Depuis les années 1920, en commençant par l’Université hébraïque de Jérusalem et le Technion, les campus ont commencé à se construire sur des terrains colonisés, qui ont été ensuite utilisés pour renforcer de nouvelles vagues d’occupation et de colonisation. Le dernier exemple est l’université Ariel, établie dans la colonie illégale d’Ariel en Cisjordanie occupée. Le travail de Wind détaille comment de nombreuses disciplines universitaires dans toutes les universités israéliennes travaillent en collaboration avec l’État israélien, jouant un rôle tant idéologique que matériel dans ce qui a été explicitement reconnu comme une « colonisation » par les Israéliens jusqu’à la fin des années 1940. Par exemple, le discours et la pratique archéologiques sont utilisés pour effacer la mémoire d’une histoire musulmane ou arabe de la région et d’alléguer une histoire purement juive de la Palestine. Les spécialistes de droit et de criminologie travaillent sur la définition de crimes de guerre, des violations répétées du droit international sur les droits humains et des lois de la guerre pour baptiser les civils palestiniens de « boucliers humains » et de « dommage collatéral ».  La doctrine Dahiya, développée à l’université de Tel-Aviv, incite et justifie l’usage de la force destructrice sur l’infrastructure civile (voir aussi ici et ici), une des rationalisations derrière les massacres croissants à Gaza.

Les universités israéliennes forment un élément clé du tissu de l’establishment militaro-sécuritaire israélien et de l’industrie d’armement. De multiples universités ont des complexes militaires intégrés à leurs campus, comme à l’université Ben-Gourion ou l’université de Haifa. Ces universités cherchent à « aider leurs étudiants réservistes à réaliser leur vraie vocation », offrant des programmes diplômants spécialisés et accélérés, des bourses et un tutorat universitaire personnalisé aux soldats. Les universités israéliennes sont un élément inséparable du complexe de recherche-et-développement militaire, développant des armes et des technologies de surveillance pour qu’elles soient testées dans les territoires occupés palestiniens, en étroite collaboration avec les principaux fabricants d’armes israéliens. De plus, les étudiants palestiniens sont systématiquement ciblés et opprimés à l’intérieur des institutions israéliennes d’enseignement supérieur. Comme cela a été détaillé par Maya Wind et d’autres, les étudiants palestiniens sont admis dans les universités israéliennes afin d’offrir un vernis de « diversité », tout en étant systématiquement réduits au silence, attaqués physiquement ou détenus. En ce qui concerne les critiques sur les politiques du gouvernement israélien, il n’y a pas de liberté académique dans les universités israéliennes. Les universitaires et les étudiants qui s’expriment contre le système israélien d’oppression et ses crimes flagrants sont en majeure partie contraints à l’exil ou sont réduits au silence, censurés, détenus et poursuivis. Pas une seule université en Israël ne s’est exprimée contre les graves violations des droits humains se produisant à Gaza, ni n’a appelé à un cessez-le-feu, depuis le 7 octobre 2023.

Il est temps de répondre à l’appel des étudiants et des universitaires du monde entier pour couper les liens avec les institutions israéliennes. L’Europe a été excessivement généreuse avec l’université israélienne, lui accordant reconnaissance et subventions. Israël est l’un des rares États non membres de l’UE qui jouit d’un statut de « pays associé » dans Horizon Europe, le cadre de financement de la recherche de l’UE et, parmi les États non européens, il reçoit de loin le plus grand financement d’Horizon. Ce n’est pas une insignifiante question « universitaire ». De fait, la Commission européenne elle-même a « souligné que le partenariat UE-Israël est solide, s’étendant dans des secteurs variés, du commerce à la recherche et à l’innovation, ces derniers étant le domaine le plus important de la coopération bilatérale grâce à l’association d’Israël à Horizon Europe ». De considérables sommes d’argent ont été données aux universités et aux institutions israéliennes grâce à ces programmes. « Le financement total aux entités israéliennes dans le Programme cadre 7 (2007-2013 – 879 millions d’euros), Horizon 2020 (2014-2020 – 1, 28 milliard d’euros) et Horizon Europe (2021-2027 – 503 millions d’euros en date de 2023) atteint plus de 2,6 milliards d’euros. »Actuellement il y a plus de 500 projets d’Horizon 2020 et d’Horizon Europe impliquant des institutions israéliennes. 

Alors que la perception du public général, mais aussi celle de beaucoup d’universitaires, est que ces projets concernent la science pure ou objective, de nombreux projets subventionnés dessinent une peinture dramatiquement différente. Voici quelques exemples de projets actifs recevant des financements européens (ibid.) :

INHERIT (actif jusque fin 2024), développant des stratégies de « contre-terrorisme » pour « lier les coupables aux crimes, pendant qu’ils sont en phase préparatoire ». Le Technion reçoit pour cela 522 000 €.

HERWINGT (actif jusqu’en 2025), pour la conception d’avions électriques hybrides, où Israel Aerospace Industries (IAI) reçoit une contribution net de l’UE de 690 000 euros. IAI est un fabricant d’armes majeur en Israël, construisant de nombreux équipements utilisés à Gaza. Ils se vantent sur leur site web de décennies d’« expérience confirmée au combat fournissant des solutions ». IAI a reçu plus de 8, 05 millions d’euros de fonds européens (via Horizon et d’autres programmes); la compagnie est soupçonnée, de manière bien fondée, d’être régulièrement impliquée dans de la corruption — dont le blanchiment d’argent, des pots-de vin et de la fraude.

POLIIICE (actif jusqu’en 2025), qui vise à faire progresser les méthodes d’investigation et de renseignement des agences européennes de maintien de l’ordre pour enquêter efficacement sur le crime et le terrorisme. Deux partenaires israéliens reçoivent ensemble une contribution nette de l’UE de 730 000 euros. En décembre 2022, l’UE a gelé l’adoption d’un accord de partage de données entre Europol et les autorités de police israéliennes à cause d’inquiétudes liées aux droits humains en Cisjordanie. La recherche, cependant, a été autorisée à continuer.

EU–GLOCTER (actif jusqu’en 2027) développe connaissance scientifique et expertise pour le contre-terrorisme. L’université Reichman a reçu pour cela 271 000 euros. 

OPTGEN (actif jusqu’en 2028), pour l’optimisation dans le machine learning [une sous-branche de l’intelligence artificielle], où l’université de Tel Aviv est l’unique bénéficiaire d’une contribution de l’UE de 1,5 million d’euros.

Ce ne sont que quelques exemples de projets en cours actuellement. De nombreux projets qui sont encore en cours ou ont été achevés récemment sont impliqués dans des questions militaires, policières ou dans la recherche et le développement de la défense, par exemple DiDAX (1,5 million d’euros à Technion), RESPONDRONE (1, 4 million d’euros à Israeli Aerospace Industries) ; ROXANNE (135 000 euros au ministère israélien de la Sécurité publique); LAW-TRAIN (1,3 million d’euros à l’université Bar-Ilan et 267 000 euros au ministère israélien de la Sécurité publique) ; MEDEA (128 000 euros à ZAKA); PERCEPTIONS (44 000 euros au ministère israélien de la Sécurité publique) ; TAILOR (194 000 euros à l’université Bar-Ilan). 

Les bénéficiaires israéliens de l’argent d’Horizon Europe s’étendent au-delà des universités et incluent les industries du complexe militaro-industriel et sécuritaire israélien, comme des entreprises qui ont développé des armes et des drones assistés d’intelligence artificielle, utilisées actuellement dans l’attaque contre Gaza (par exemple Israel Aerospace Industries : 44 projets pour 24,18 millions d’euros ; Xtend Reality Expansion : 1 projet pour 50000 euros). Les organismes d’État recevant des subventions incluent le ministère israélien de la Défense (2 projets, pour un total de 238 000 euros)  et le ministère de la Sécurité nationale (anciennement ministère de la Sécurité publique ; 19 projets pour un total de  2,14 millions d’euros). Le chef du ministère de la Défense a  une demande de mandat d’arrêt en cours  auprès de la CPI pour crimes de guerre et le ministère de la Sécurité publique/nationale est responsable de l’escalade de répression et de violence en Cisjordanie, par l’établissement des forces de police spéciales et l’émission de plus de 100000 permis d’armes, accordés principalement aux colons de Cisjordanie. L’étendue du soutien économique et politique européen au complexe israélien militaro-sécuritaire, en particulier d’Horizon Europe, a été récemment exposé en détail dans un rapport d’enquête de l’Institut transmational.

Il est impératif de remarquer que ces financements ont été accordés bien que le programme Horizon interdise explicitement le financement de recherche à « double usage » avec des applications militaires potentielles.  En réalité, les subventions d’Horizon ont joué un rôle décisif dans les avancées de la technologie militaire israélienne. Avec chaque vague de subvention Horizon dans les deux dernières décennies, une attaque nouvelle, plus mortelle et technologiquement plus avancée a été menée contre Gaza, dans ce qui a été nommé en 2014 « un génocide par degré ». Si les projets mis en lumière ci-dessus sont directement reliés à des activités militaires et de défense, des études récentes ont montré que toutes les institutions israéliennes sont complices de l’appareil d’État d’oppression et de crimes de guerre. De plus, étant donné le jugement récent de la CIJ selon lequel il est plausible qu’Israël ,soit en train de commettre un génocide à Gaza, poursuivre le financement du secteur de recherche et développement israélien risque de rendre l’UE complice à la fois de génocide et de négligence dans son devoir juridiquement contraignant d’empêcher un génocide.

Les étudiants et le personnel des universités de toute l’Europe répondent à l’appel de la société palestinienne, en particulier de la Fédération palestinienne des syndicats des professeurs et des employés des universités (PFUUPE), des présidents de 15 universités palestiniennes et des principaux groupes étudiants palestiniens, demandant de mettre un terme à tout lien institutionnel avec les institutions israéliennes et demandant le désinvestissement des entreprises qui sont complices des graves violations des droits humains d’Israël. Dans plusieurs cas (par exemple en Norvège, en Espagne, en Irlande, au Royaume-Uni, en Belgique et aux Pays-Bas), les universités ont pris en compte ces demandes, complètement ou partiellement. Cependant, dans la plupart des cas, la vaste majorité des collaborations sont subventionnées via des financements Horizon de l’UE.  Nous, soussignés, pensons donc que c’est l’Union européenne, en tant que réunion de pays et en tant qu’institution de financement, qui doit agir rapidement et de manière décisive selon ses propres principes et révoquer le statut d’Israël en tant que pays associé à Horizon Europe. 

Exclure Israël de ces programmes et d’autres programmes de recherche européens n’interdit pas aux universitaires et aux universités européens de travailler avec des universitaires israéliens individuels, tant que la collaboration n’implique pas de lien institutionnel. Nous demandons aussi que l’UE joue un rôle moteur dans la reconstitution des institutions éducatives dans Gaza occupée et soutienne le développement des universités palestiniennes en Cisjordanie occupée, y compris dans Jérusalem-Est. Étant donné le financement historique de l’UE à l’appareil militaire israélien, elle doit agir pour sauvegarder l’héritage culturel et scientifique palestinien et fournir aux universitaires palestiniens le soutien nécessaire pour réaliser leur droit humain universel à l’éducation.

Considérant que :

  • la participation des pays aux programmes de recherche européens est basée sur l’exigence que les États membres participants respectent et protègent les droits humains, comme affirmé, entre autres, dans  l’accord de coopération entre l’Union européenne et Israël ;
  • Israël a clairement violé non seulement cet accord d’association, mais aussi le droit international, étant donné son mépris flagrant des décisions de la CIJ et des résolutions du Conseil de sécurité des Nations Unies, ainsi que de multiples résolutions de l’Assemblée générale des Nations Unies ;
  • beaucoup de gouvernements membres de l’UE discutent actuellement ouvertement d’imposer des sanctions contre Israël, et le programme Horizon est l’outil financier le plus important dans la relation bilatérale entre Israël et l’UE ;
  • l’association à Horizon d’États non membres de l’UE a traditionnellement été utilisée comme élément de négociation dans des questions diplomatiques ou commerciales (par exemple, avec la Suisse, ou  le Royaume-Uni post-Brexit) ; la participation à Horizon est un privilège diplomatique et ne peut être considérée « comme allant de soi » ;
  • le retrait du financement d’Horizon des institutions russes et biélorusses a été mis en oeuvre seulement 8 jours après l’invasion russe de l’Ukraine. Dans le cas d’Israël, il est souvent argué par les directions institutionnelles, qu’il n’est pas faisable que les liens soient coupés pour des projets en cours et que de telles coupures saperaient la liberté académique. La vitesse avec laquelle l’UE a coupé ses liens académiques avec les institutions russes et biélorusses montre à la fois un précédent écrasant et la faisabilité évidente de la mise en oeuvre de boycotts universitaires contre les institutions complices de violations flagrantes des droits humains,

Nous, personnel et étudiants des institutions européennes et des organisations culturelles de soutien, demandons :

un arrêt de la collaboration institutionnelle entre Israël et l’UE :

  • que le statut d’Israël comme pays associé à Horizon Europe soit révoqué ; 
  • que les institutions hôtes en Israël ne puissent plus participer à des projets collaboratifs subventionnés par Horizon Europe et que la participation des institutions israéliennes dans des projets existants soit suspendue ; 
  • que la participation institutionnelle d’Israël dans les programmes Erasmus+ soit révoquée.

que les canaux de communication avec les universitaires israéliens soient maintenus :

  • pour les jeunes chercheurs et chercheuses ou doctorants et doctorantes impliqués dans ces projets basés dans des institutions de l’UE, des mesures graduelles doivent être trouvées pour que les universitaires individuels puissent continuer leurs recherches, comme cela a été le cas pour les universitaires russes ;
  • que des subventions soient disponibles pour des universitaires individuels israéliens (ou basés en Israël) pour des échanges (voyages) dans l’UE, par exemple en permettant à des étudiants israéliens de participer à Erasmus+  sans affiliation institutionnelle. 
  • qu’un programme soit lancé pour permettre aux universitaires basés en Israël qui le souhaitent de se transférer dans une institution de l’UE, y compris via des schémas existants d’Horizon Europe (comme l’ERC, MSCA) ;
  • qu’enn aucun cas, cela n’impliquera le transfert de fonds à des institutions israéliennes ou la signature de contrats avec elles.

que l’enseignement supérieur palestinien soit reconstruit :

  • qu’un programme de financement, avec responsabilisation, soit disponible pour aider à la reconstruction des institutions universitaires palestiniennes qui ont été détruites par les activités militaires israéliennes ; 
  • que les institutions de l’UE soient encouragées et subventionnées pour établir des programmes qui encouragent les études universitaires en Palestine, en soutien et sous la conduite d’appels de la part des Palestiniens pour aider à la reconstruction de l’enseignement supérieur ;
  • que des programmes de bourses soient mis en oeuvre pour des universitaires palestiniens, en particulier en les rendant éligibles à des bourses MSCA intra-UE, à des subventions ERC et à des bourses d’échange Erasmus+.

En faisant ces demandes, nous réaffirmons et nous alignons avec les appels au boycott et au désinvestissement des institutions complices du génocide en cours, y compris avec ceux de la Campagne palestinienne pour le boycott académique et culturel d’Israël (PACBI) et  avec ceux de communautés juives dans le monde entier, comme, parmi d’autres, Voix juive pour la Paix, Erev Rav, Voix juive indépendante et Réseau international juif anti-sioniste. Nous considérons qu’une fin à l’occupation violente et illégale, depuis des décennie,s des territoires palestiniens créera une région plus sûre pour tous les groupes ethniques et religieux dans la région. L’Europe doit reconnaître son rôle historique et actuel dans le projet de colonialisme de peuplement israélien et le nettoyage ethnique de la Palestine et contribuer activement à un avenir plus juste pour tous.
