Lettre ouverte d’universitaires britanniques : Demande de report des mesures biométriques et d’évacuation en toute sécurité des étudiants et chercheurs palestiniens devant arriver dans les universités britanniques depuis Gaza

Plus de 40 étudiants actuellement bloqués à Gaza et bénéficiant d’une bourse complète pour étudier dans des universités britanniques demandent une voie d’accès sûre pour venir étudier. Nous, la communauté universitaire qui espère accueillir ces chercheurs, appelons le gouvernement britannique, le ministère de l’Intérieur et le ministère des Affaires étrangères, du Commonwealth et du Développement à faciliter le report des visas biométriques et à ouvrir une voie d’accès sûre pour nos étudiants afin qu’ils puissent prendre leurs fonctions en septembre.

Comme l’ont récemment souligné le Telegraph, le Times, le Guardian, Channel 4 News et Times Higher Education, 40 étudiants (ainsi que 40 autres, en attente d’une décision concernant leur bourse et d’un financement privé) vivant dans des conditions de dévastation totale à Gaza se heurtent à un blocage administratif qui les empêche de prendre leurs places dans les meilleures universités britanniques. Le gouvernement britannique n’a toujours pas ouvert de voie permettant à ces étudiants de demander un visa et de se rendre en toute sécurité dans leurs universités. Et ce, malgré les demandes d’aide répétées des universités et des universitaires britanniques depuis le printemps 2025.

Les visas britanniques exigent que les demandeurs enregistrent leurs données biométriques avant que leur demande puisse être traitée. Depuis le 7 octobre 2023, le centre de demande de visas (VAC) de Gaza est fermé, le service britannique des visas et de l’immigration (UKVI) invoquant des raisons de sécurité pour le personnel et les demandeurs. Un protocole de report de la collecte des données biométriques a été mis en place en 2023, mais les efforts déployés par les étudiants et leurs conseillers juridiques pour demander ce report sont restés sans réponse jusqu’à présent.

Sans intervention, ces étudiants, déjà pris au piège d’un système politique mondial qui les a laissés tomber, seront bloqués par le système britannique des visas, malgré leur travail incroyable pour obtenir certaines des bourses les plus compétitives du pays. Les universités britanniques ont la possibilité de renforcer les capacités de ces étudiants et de leur fournir des ressources de pointe dans les domaines de la santé, de l’ingénierie, des sciences humaines et sociales, qui seront fondamentales pour la reconstruction future de Gaza.

Nous exhortons le Premier ministre Keir Starmer, la ministre de l’Intérieur Yvette Cooper, le ministre des Affaires étrangères David Lammy et le ministre chargé du Moyen-Orient et de l’Afrique du Nord Hamish Falconer à :

  1. Rendre accessible et accélérer le report de la demande de données biométriques pour les demandeurs de visa à Gaza.
  2. Ouvrir une voie d’accès sécurisée pour que les étudiants puissent enregistrer leurs données biométriques et se rendre au Royaume-Uni.

À l’approche de la rentrée universitaire, nous demandons que des mesures soient prises de toute urgence, pour l’avenir de ces étudiants et pour l’avenir de Gaza.
