Le peuple palestinien exprime toute sa gratitude au Forum Social Mondial ainsi qu’à l’ensemble des mouvements sociaux participant au Forum spécial sur la Palestine qui se tiendra à la fin de l’année. En particulier, nous remercions le gouvernement et les institutions du Brésil d’accueillir ce Forum, que nous considérons comme une tribune extraordinaire et une étape décisive dans le processus qui élargira le soutien à notre peuple dans sa lutte pour exercer ses droits inaliénables : le droit au retour, à l’auto-détermination et à un Etat indépendant avec Jérusalem pour capitale.
Malgré plus de six décennies écoulées depuis la Nakba – nettoyage ethnique systématique d’une majeure partie du peuple palestinien en 1948 – la cause palestinienne demeure toujours un enjeu universel inspirant les gens de conscience et les mouvements sociaux à travers le monde. La solidarité effective avec le peuple palestinien et ses droits inaliénables – et particulièrement le droit au retour des réfugiés et le droit à l’auto-détermination – est aujourd’hui plus forte que jamais, renforçant ainsi sa lutte pour la liberté et la justice, sous le leadership de l’Organisation de Libération de la Palestine, et conformément au droit international et aux principes universels des droits de l’homme, deux piliers du Forum Social Mondial.
Pour que le peuple palestinien puisse exercer son droit inaliénable à l’auto-détermination (incluant le retour des refugiés), une pression efficace doit être exercée sur Israël afin qu’il se conforme au droit international en :
– cessant l’occupation et la colonisation de toutes les terres arabes occupées en 1967 et en démantelant le mur de l’apartheid ;
– mettant fin au régime d’apartheid (en conformité avec la définition de l’ONU du crime d’apartheid) et en reconnaissant le droit fondamental des citoyens palestiniens d’Israël à l’égalité pleine ;
– en reconnaissant les droits des réfugiés palestiniens au retour dans leurs foyers et propriétés desquels ils furent déplacés, tel que stipulé dans la Résolution 194 et d’autres résolutions onusiennes pertinentes.
L’organisation du FSM Palestine Libre est l’expression de l’unité des mouvements sociaux internationaux – luttant contre l’impérialisme, le néo-libéralisme et la discrimination raciale sous toutes ses formes – dans la conception selon laquelle le juste combat pour les droits des Palestiniens fait partie intégrante de la lutte internationale pour développer des alternatives politiques et socio-économiques renforçant la justice, l’égalité et la souveraineté des peuples fondées sur la justice socio-économique, la dignité humaine et la démocratie.
Le « Forum Social Mondial Palestine Libre » est un espace public mondial et une éminente assemblée de la société civile mondiale ayant pour objectif de :
a. mettre en valeur, renforcer et approfondir le mouvement mondial de solidarité pour les droits du peuple palestinien ;
b. développer des mécanismes effectifs d’action afin de soutenir la lutte du peuple palestinien pour exercer ses droits inaliénables, en premier lieu le droit au retour et à l’auto-détermination, et pour faire respecter le droit international et les droits de l’homme ;
c. fournir un espace ouvert pour débattre, dialoguer et mettre au point des stratégies et des campagnes de solidarité efficaces et durables aux côtés du peuple palestinien et tenir l’occupation israélienne pour responsable, illégitime et sujette à des sanctions.
65 ans après la partition de la Palestine décidée par les puissances hégémoniques et leur complicité dans le nettoyage ethnique systématique dont les Palestiniens furent victimes à partir de novembre 1947, le Brésil accueille cette année un nouveau genre de forum mondial visant à renforcer la lutte des peuples pour les droits et la justice, là où la plupart des gouvernements ont échoué ne serait-ce qu’à les protéger.
Le FSM se réunit au Brésil à l’aune des changements tumultueux survenus dans le monde arabe, désormais connus sous le nom de « printemps arabes », lors desquels le peuple lutte pour la justice sociale, la démocratie et les libertés. Dans ce contexte, les forces de l’hégémonie occidentale, en particulier les Etats-Unis, ont tenté de faire avorter ou de contenir les révolutions arabes populaires dans le but d’y maintenir leur domination. Ces interventions, qui prennent parfois une forme militaire, posent de sérieux défis aux révolutions arabes dans leur quête d’émancipation et de construction d’une identité démocratique qui ouvriraient la voie vers l’atteinte de leurs objectifs. Il est certain que la chute de régimes dictatoriaux, qui furent complices des intérêts israélo-américains, a eu un impact majeur dans la mesure où elle a ébranlé l’impunité d’Israël et replacé la cause palestinienne au centre des préoccupations du monde arabe, ce qui a permis de promouvoir la cause à l’échelle planétaire, en vertu de l’importance stratégique de la région.
A la lumière de ces changements, mais aussi des questions et positions adoptées par la Première Réunion Nationale de Solidarité avec le peuple palestinien au Brésil, le Comité National Palestinien du FSM appelle toutes les organisations, tous les mouvements et réseaux à se joindre à ce Forum historique pour exprimer leur solidarité avec les droits du peuple palestinien et notre combat pour développer des mécanismes afin qu’Israël réponde enfin de ses crimes et violations du droit international. Nous appelons aussi le FSM et les mouvements sociaux à travers le monde à intensifier leurs luttes populaires et leur pression afin d’impulser de réels changement dans les politiques officielles en :
1) défendant le droit du peuple palestinien à résister à l’occupation et l’apartheid d’Israël, exercer leur droit au retour et à l’auto-détermination, incluant l’établissement d’un Etat indépendant, national et souverain, en conformité avec les résolutions de l’ONU ;
2) renforçant et élargissant l’engagement dans la campagne mondiale de boycott, désinvestissement et sanctions (BDS) menée par les Palestiniens contre Israël, comme l’une des formes de solidarité les plus importantes avec notre peuple et ses droits ; cette dernière englobe le boycott et le désinvestissement des entreprises israéliennes et internationales qui sont complices des violations israéliennes du droit international ainsi que les boycotts académiques et culturels des institutions israéliennes associées à l’occupation et à l’apartheid ;
3) tenant les Etats du monde, collectivement et individuellement responsables, pour la protection internationale des réfugiés palestiniens sur leurs territoires respectifs jusqu’à ce qu’ils puissent exercer le droit au retour dans leurs foyers tel que promis par l’ONU, et en contraignant Israël à reconnaître le droit au retour et aux réparations pour les refugiés, à permettre sa mise en œuvre et à mettre un terme à sa politique continue de nettoyage ethnique contre les Palestiniens des deux côtés de la « Ligne Verte » ;
4) défendant les droits de notre peuple au sein de Jérusalem occupée et lutter contre ce qu’un fonctionnaire de l’ONU a désigné comme une « stratégie de Judaïsation » se manifestant par l’expropriation de terres, l’expulsion systématique de Palestiniens de leurs quartiers, la violation de leur liberté de culte, les attaques contre des lieux saints du Christianisme et de l’Islam et la distorsion de l’histoire, parmi d’autres crimes ;
5) intensifiant le combat pour lever le siège israélien – sous toutes ses formes – imposé à notre peuple dans la Bande de Gaza occupée et en considérant la solidarité avec Gaza comme une haute priorité ; ceci appelle des campagnes résolues de solidarité avec les Gazaouis et le jugement d’Israël devant les tribunaux internationaux ;
6) faisant respecter les droits inaliénables des Palestiniens citoyens d’Israël en tant que partie intégrante du peuple autochtone de Palestine ayant souveraineté sur son sol ; en soutenant leur combat pour mettre fin à l’apartheid israélien, ses règlements et lois racistes, et pour exercer leurs droits civiques individuels ou collectifs ; en luttant contre la politique israélienne de nettoyage ethnique systématique, d’expropriation, de destruction de maisons, particulièrement dans le Naqab (Negev), ainsi que de discrimination raciale dans l’éducation, la santé et les projets d’infrastructure ;
7) soutenant et renforçant le combat pour la libération des prisonniers palestiniens qui dépérissent dans les prisons israéliennes du fait de leur engagement dans la lutte nationale de libération et pour la reconnaissance du statut de prisonnier de guerre et de combattant pour la liberté. Dans ce contexte, nous insistons sur la nécessité de garantir, comme priorité absolue, la libération immédiate et inconditionnelle des détenus malades, âgés, des enfants et des femmes et des détenus administratifs, ainsi que la relaxe des 27 parlementaires qui ont été kidnappés par les autorités d’occupation en violation flagrante du droit international aussi bien que celle d’interdire et de criminaliser l’isolement cellulaire et la détention administrative ;
8) forçant les gouvernements du monde à se conformer à leurs obligations légales telles que stipulées dans la décision de la Cour Internationale de Justice contre le mur israélien construit illégalement dans les Territoires occupés de Palestine, afin qu’ils exercent des pressions sur le gouvernement israélien pour qu’il démantèle ce « mur de la honte », qui devrait attendre 800 km de long et qui a infligé de graves injustices et une nouvelle vague de nettoyage ethnique au peuple palestinien et en les exhortant à rejeter et à condamner l’utilisation de son véto par l’administration états-unienne au Conseil de Sécurité des Nations unies contre l’arrêt de la colonisation israélienne dans les Territoires palestiniens occupés ;
9) respectant le droit des Palestiniens à la souveraineté sur leurs ressources naturelles (particulièrement la terre et l’eau) et à la souveraineté alimentaire ; assurant la restitution aux paysans, ouvriers, pêcheurs et communautés bédouines des terres et droits dont Israël les a spoliés ;
10) faisant du FSM Palestine Libre une plateforme pour établir des stratégies BDS contre Israël et en particulier mettre fin aux Accords de libre-échange (ALE) entre Israël et d’autres pays ou ensembles de pays (tels que l’Union européenne, le Mercosur, etc.), étant donné les violations du droit international par Israël et son régime d’oppression contre le peuple palestinien (occupation, colonisation et apartheid). Les ALE permettent à Israël de normaliser son oppression et exporter des produits depuis ses colonies construites illégalement dans les territoires arabes et palestiniens de Gaza, en Cisjordanie (Jérusalem-Est inclus) et sur le plateau du Golan ;
11) faisant campagne pour un embargo militaire complet contre Israël, y compris la cessation des contrats d’achats d’armes, d’équipement et de services militaires en tout genre (particulièrement les avions et autres véhicules sans pilotes et les systèmes de sécurité) exportés par Israël et dont dépendent les revenus pour maintenir l’occupation et l’oppression de notre peuple ; de plus, ce commerce avec Israël nourrit aussi l’industrie militaire américaine qui tire profit des milliers de mort et de l’oppression de millions de personnes à travers le monde ;
12) soutenant et promouvant, en parallèle, des pressions pour qu’Israël se conforme au droit international, la coopération pour la mise en œuvre de projets de développement économiques et sociaux, sportifs et culturels réalistes pour les Palestiniens ; et fournissant un soutien financier et matériel pour améliorer les conditions de vie et de travail des Palestiniens, renforçant ainsi leur assise face aux tentatives des Israéliens de les déraciner ;
13) reconnaissant et appuyant le combat des Juifs anti-sionistes de par le monde, particulièrement ceux qui s’opposent par principe aux cotés du peuple palestinien contre l’occupation et l’apartheid d’Israël ; soutenant leurs forces progressistes, démocratiques et sociales, qui subissent une répression du fait de leur position anti-coloniale et de leur plaidoyer pour la défense des droits inaliénables du peuple palestinien ;
14) encourageant la résistance populaire des Palestiniens contre l’occupation et l’oppression israéliennes comme forme prioritaire de résistance qui peut contribuer au basculement des pouvoirs régionaux et internationaux en faveur de notre peuple et promouvant des visites par des groupes de solidarité internationale de la Palestine occupée;
15) dynamisant le rôle des médias dans la révélation des politiques et pratiques coloniales et racistes d’Israël et lançant des campagnes publiques d’information efficaces dans ce but.
L’application des principes politiques, légaux et éthiques sus-mentionnés devrait contribuer de manière effective à mettre fin à l’impunité d’Israël et à rendre davantage compte de sa responsabilité pour tous les crimes commis contre notre peuple. Cela fournirait au peuple Palestinien le soutien le plus tangible, efficace et durable pour exercer tous nos droits reconnus internationalement, et en particulier le droit au retour, à l’auto-détermination, à l’indépendance et à la souveraineté nationale.

The Palestinian people extend their gratitude and appreciation to the World Social Forum and all social movements participating in the special forum on Palestine, which will be held at the end of this year. We particularly thank Brazil, its government and its institutions, for hosting this forum, which we regard as a crucial and extraordinary landmark in a process that will widen support for our people’s struggle to exercise our inalienable rights: the right of return, self-determination, and an independent state with Jerusalem as its capital.
Despite the passage of more than six decades since the Nakba, the systematic ethnic cleansing of a majority of the Palestinian people in 1948, the Palestinian cause is still a global issue inspiring people of conscience and social movements around the world. Effective solidarity with the Palestinian people and its inalienable rights — especially the right of return of refugees to their homes and the right to self-determination — is today stronger than ever, reinforcing the struggle of the Palestinian people, under the leadership of the Palestine Liberation Organization, for freedom and justice, in accordance with international law and universal principles of human rights, both pillars of the World Social Forum.
For the Palestinian people to exercise its inalienable right to self-determination (including refugees’ return), effective pressure needs to be applied on Israel to fully comply with international law through:
– Ending its occupation and colonization of all Arab lands occupied in 1967 and the dismantling of the apartheid wall
– Ending its apartheid regime (conforming to the UN definition of the crime of apartheid) and the recognition of the fundamental right of Palestinian citizens of Israel to full equality
– Recognizing the rights of the Palestinian refugees to return to their homes and properties from which they were displaced, as stipulated in UN Resolution 194 and other relevant UN resolutions
The organization of the World Social Forum Free Palestine is an expression of the unity of international social movements — fighting against imperialism, neo-liberalism and racial discrimination in all its forms — in considering the just struggle for the Palestinian rights an integral part of the international struggle to develop political, social and economic alternatives that enhance justice, equality and sovereignty of the peoples on the basis of social-economic justice, human dignity and democracy.
The « World Social Forum Free Palestine » is a global public space and distinguished gathering for international civil society that aims to:
a) Highlight, strengthen and deepen the global movement in solidarity with the Palestinian people’s rights
b) Develop mechanisms for effective global action in support of the struggle of the Palestinian people to exercise its inalienable rights, foremost among them the right of return and self-determination, and to enforce international law and human rights.
c) Provide an open space for debate, dialogue, developing strategies and planning for effective and sustainable campaigns in solidarity with the Palestinian people, and to hold the Israeli occupation accountable, illegitimate, and subject to sanctions.
After 65 years of the hegemonic powers’ partition of Palestine and their complicity in the systematic ethnic cleansing that the Palestinians were subjected to since November 1947, Brazil hosts this year a new kind of global forums aimed at strengthening the peoples’ struggle for rights and justice where most governments have failed to protect either.
The world social forum meets in Brazil in light of stormy changes in the Arab region, in what has become known as “the Arab Spring,” where people struggle for social justice, democracy and freedoms. In this context, the forces of Western hegemony, especially the United States, have striven to abort or contain the Arab popular revolutions in order to keep the area under their domination. This intervention, which sometimes takes a military form, poses serious challenges to the Arab revolutions in their quest to maintain their emancipatory and democratic identity and path towards achieving their declared goals. It is certain that the fall of the dictatorial regimes, which were the hotbeds of Arab complicity with the US-Israeli agenda, has had a major impact on undermining Israel’s impunity and in reviving the centrality of the Palestinian cause in the Arab world, thus promoting the cause globally, given the strategic importance of the Arab region.
In light of these changes and the positions and issues adopted by the First National Meeting of Solidarity with the Palestinian people in Brazil, the Palestinian National Committee of the WSF calls on all organizations, movements and networks to join this historic forum as an expression of solidarity with the rights of the Palestinian people and with our struggle to develop mechanisms to hold Israel accountable for its crimes and violations of international law. We also call on the WSF and social movements around the world to intensify their grassroots struggles and their pressure to affect real changes in official policies through:
1) Defending the right of the Palestinian people to resist Israel’s occupation and apartheid in order to realize the right of return and exercise self-determination, including the establishment of an independent, sovereign national state, in accordance with UN resolutions.
2) Strengthening and expanding involvement in the global, Palestinian-led campaign of boycott, divestment and sanctions (BDS) against Israel as one of the most important forms of solidarity with our people and their rights; BDS encompasses boycotts of and divestments from Israeli and international companies that are complicit in Israeli violations of international law, as well as academic and cultural boycotts of Israeli institutions that are partners in occupation and apartheid.
3) Holding world states, collectively and individually, responsible for the international protection of Palestinian refugees in their respective territories, until they can exercise their UN-sanctioned right to return to their homes of origin, and compelling Israel to recognize the right of return and reparations for refugees, to enable its enforcement, and to stop its policy of ongoing ethnic cleansing against Palestinians on both sides of the « Green Line »
4) Defending the rights of our people in occupied Jerusalem and countering what a UN official termed « a strategy of Judaisation » which is manifested in land expropriation, systematic expulsion of Palestinians from their neighborhoods, violation of freedom of worship, relentless attacks on Christian and Islamic holy sites, and distortion of history, among other crimes
5) Intensifying the struggle to lift the Israeli siege — in all its forms — imposed on our people in the occupied Gaza Strip and considering solidarity with Gaza a high priority; this calls for determined campaigns of solidarity with our people in Gaza and for holding Israel legally accountable before international tribunals
6) Upholding the inalienable rights of Palestinians with Israeli citizenship as part of the indigenous people of Palestine, with sovereignty over their land, and supporting their struggle to end Israeli apartheid with all its racist laws and regulations, realize their national and civic rights, whether individual or collective, and counter Israel’s systematic policies of ethnic cleansing, land expropriation, house demolitions, especially in the Naqab (Negev), and racial discrimination in education, health and infrastructure projects
7) Supporting and strengthening the struggle for the release of Palestinian prisoners and detainees who are languishing in Israeli prisons for their involvement in the Palestinian national liberation struggle and recognizing their status as prisoners of war and freedom fighters. In this context, we emphasize the need to secure the immediate and unconditional release, as a matter of top priority, of sick, elderly, child and women prisoners as well as administrative detainees, and the release of 27 parliamentarians who were kidnapped by the occupation authorities in clear violation of international law, as well as banning and criminalizing the policy of solitary confinement and administrative detention.
8) Pressuring world governments to fulfill their legal obligations, as stipulated in the decision of the International Court of Justice against Israel’s wall that is illegally built on occupied Palestinian territory, by applying pressure, in turn, on the Israeli government to dismantle the « wall of shame, » which is expected to reach about 800 km in length, and which has inflicted grave injustice and a new wave of ethnic cleansing on the Palestinian people, and urging them to reject and condemn the US administration’s use of its Veto at the UNSC against stopping the Israeli colonization of the Occupied Palestinian Territories.
9) Upholding the right of the Palestinian people to sovereignty over its natural resources (especially land and water) and to food sovereignty, to ensure the return to peasants, workers, fishermen and Bedouin communities of the lands and rights that Israel has deprived them of
10) Making the WSF Free Palestine a platform for building BDS strategies against Israel and in particular for ending free trade agreements between Israel and other countries or groups of countries (such as the European Union, Mercosur, etc.), given Israel’s violations of international law and its regime of oppression against the Palestinian people which constitutes occupation, colonization and apartheid. FTAs allow Israel to normalize its oppression and to export products of its colonies that are illegally built on Arab and Palestinian territories in Gaza, the West Bank (including East Jerusalem) and the Golan Heights
11) Campaigning for a comprehensive military embargo on Israel, including the cessation of contracts for the purchase of weapons, equipment, and military services of all kinds (especially aircraft and unmanned vehicles and security systems) which Israel exports and depends on their revenues to sustain its occupation and oppression of our people; moreover, military trade with Israel feeds the US military industry which profits from killing thousands and oppressing millions of people around the world
12) In parallel with pressure to bring about Israel’s compliance with international law, supporting and promoting cooperation for the implementation of realistic economic, social, cultural and athletic development projects for the Palestinians, and providing financial and material support to improve living and work conditions and therefore enhance the steadfastness of the Palestinians in the face of Israeli attempts to uproot them
13) Recognizing and supporting the struggle of anti-Zionist Jews everywhere, particularly those who stand on principle with the Palestinian people against Israel’s occupation and apartheid, by supporting their progressive and democratic political and social forces that are subjected to repression due to their anti-colonial stance and advocacy and defense of the inalienable rights of the Palestinian people
14) Supporting Palestinian popular resistance against the Israeli occupation and oppression as a leading form of resistance that can contribute to changing the balance of local and international power to the benefit of our people, and promoting visits by international solidarity groups to occupied Palestine.
15) Activating the role of the media in exposing Israel’s colonial and racist policies and practices and launching effective public information campaigns for this purpose
The application of the aforementioned political, legal and ethical principles would effectively contribute to ending Israel’s impunity and enhancing its accountability for all the crimes it has committed against our people. This, in turn, would provide the Palestinian people with the highest forms of tangible, effective and sustainable support so as to achieve all our internationally-recognized rights, especially the right of return, self-determination, independence and national sovereignty.
